Biography

Sworn in as Fremont’s first Indian-American elected Mayor in December 2024, Mayor Raj Salwan grew up in Fremont, where he attended Vallejo Mill Elementary School and walked to school from his family’s one-bedroom apartment. Fremont gave him the opportunity to go from that one-bedroom apartment at Harris Place to running a successful business and serving as Human Relations Commissioner, Planning Commissioner, Fremont Councilmember, and Vice Mayor.

Prior to becoming Mayor, he served in city government for over 18 years. Currently, Mayor Salwan is the representative for the City of Fremont on the Alameda County Transportation Commission, and he also serves as the First Vice Chairperson for the California League of Cities East Bay Division, which includes Alameda and Contra Costa Counties. His leadership as a subcommittee member of the joint City Council-School District Liaison Committee has supported the continued success of Fremont schools, and he has also contributed extensively to local commissions, non-profit boards, and regional agencies.

Known for his ability to find common ground and build consensus, Mayor Salwan has a track record of achieving results. His efforts were instrumental in founding the Innovation District in Warm Springs, home to prominent advanced manufacturing, clean technology, and high-tech innovation companies like Tesla, Seagate, Lam Research, Western Digital, and Delta Electronics. He also championed initiatives to reduce cut-through traffic in Fremont and has consistently advocated for improved local and regional infrastructure.

As a small business owner and proud husband and father of three children who attended Fremont Public Schools, Mayor Salwan's vision for Fremont is centered around making the City an even better place to live, work, and play while preserving its rich cultural heritage. This includes providing all residents with a home they can afford, a good education, a high-skilled job, parks to enjoy, and a safe environment to live in. At a higher level, his vision includes cutting-edge infrastructure, greater housing affordability, expanded public safety resources, thriving local businesses, and positioning Fremont as a model for sustainability and innovation. 

Mayor Salwan is proud to have achieved the American dream and is committed to giving back to the community that has given him so much. He believes in leading Fremont toward a brighter future where every resident can achieve their own dreams. He studied biological sciences at UC Irvine, before earning his Doctor of Veterinary Medicine from Tuskegee University.

Raymond Liu

Biography

Vice Mayor Raymond Liu is the youngest person to be elected to Fremont’s City Council and proudly represents District 6, the community where he grew up. A product of Fremont’s public education system, Vice Mayor Liu attended Horner Jr. High, Irvington High School, and Ohlone College, where he earned three associate degrees in math, natural sciences, and computer science. He later transferred to UC Davis, earning his bachelor’s degree in computer science. He has since built his career as a software engineer, working at various tech companies in the Bay Area.

Deeply connected to the Irvington area, Vice Mayor Liu’s upbringing in Fremont has shaped his commitment to public service and advocacy for his community. One of the reasons he decided to run for office was to ensure that all residents of Fremont could have the same opportunities and successes that he has been fortunate enough to experience. His election to the Fremont City Council marks a historic milestone, bringing a fresh perspective to local leadership.

Vice Mayor Liu is deeply committed to community work. He serves on the board of nonprofits such as Citizens for Better Community, where he helps promote civic engagement and supports local causes. Additionally, he gives back to Fremont, the city that has played a big part in shaping his values, by volunteering at various events and initiatives.

Vice Mayor Liu strongly believes in the power of collaboration and wants to make Fremont a better place to live. He is committed to working with community members, local organizations, and his fellow City leaders to strengthen the City’s sense of community and increase new opportunities for local businesses and residents. His focus is on creating a community where all voices are heard and every neighborhood feels safe and valued.

Teresa Keng

Biography

Councilmember Teresa Keng proudly represents North Fremont’s District 1, first elected in 2018 and re-elected in 2020 and 2024.

A small business owner and community leader, Teresa opened Milk & Honey Cafe in 2016 to share her love of Taiwanese food and culture with the Fremont community. She believes strongly that supporting local businesses and creating jobs are key to keeping Fremont vibrant and thriving.

Teresa is deeply committed to the well-being of Fremont families. She played a leading role in bringing mental health programs to Fremont public schools, working in partnership with the school district and Alameda County to expand access to support for students and their families.

She also partnered with the Fremont Chamber of Commerce and City leaders to help launch what is now the popular Fremont Annual Restaurant Week, celebrating local restaurants and bringing the community together.

As someone from a multicultural family with roots in Taiwan, Hong Kong, India, China, and the United States, Teresa values inclusiveness and connection. She is passionate about making local government more accessible and ensuring every resident feels heard. Her work on City Council focuses on everyday priorities like public safety, traffic, and supporting seniors and families.

Outside of City Hall, Teresa enjoys giving back to the community. She has spent over 20 years teaching English to seniors and continues to volunteer through local schools, PTA, and her church. She is fluent in Mandarin, Cantonese, and Taiwanese, and enjoys playing pickleball in her free time.

Teresa is proud to call Fremont home. She graduated from Newark Memorial High School, earned her B.A. in Business and Economics from UCLA, and later completed her Master’s degree in Traditional Chinese Medicine. She is a proud mom to two teenage boys, Nicholas and Wyatt, who attend Fremont public schools.

Desrie Campbell

Biography

Councilmember Desrie Campbell grew up in Washington D.C. She moved to the Bay Area in 1993 and Fremont in 1996; she quickly knew Fremont would be her forever home. Councilmember Campbell raised her four sons in Fremont and now has three grandsons and two granddaughters, who are current students’ alumni of Fremont schools. 

Councilmember Campbell has been a public servant all her life, first serving in Washington D.C. on various campaigns for D.C. City Government, as well as working on Capitol Hill for a small Lobbying firm. After moving to California, she continued her public service by working with many community-based organizations including Fremont Education Foundation, ABODE Services, OneChild, Ohlone College Foundation, and Educators on Mission.

In 2012, Councilmember Campbell was elected to serve on the Fremont Unified School District Board of Education. She served for ten years and represented more than 35,000 students and their families. As a Trustee, she was a member of the California School Boards Association Delegate Assembly, where she received a Master’s in Governance.

Councilmember Campbell holds a Bachelor of Science in Business Administration and a master’s degree in Public Administration. She has also served Fremont as a Human Relations Commissioner, and former chair of the Alameda County Commission on the Status of Women. After being elected to the Fremont City Council in 2022, she was appointed to serve on the League of California Cities Community Services Policy Committee where she advocates for reducing homelessness and increasing the supply of affordable housing while retaining local decision-making.

As a leader, Councilmember Campbell is deeply committed to improving the lives of all Fremont Residents. Her direct leadership has resulted in increased transparency and accountability. She is committed to improving mental health in addition to building bridges and partnerships with the community for improved living conditions.  In her free time, she enjoys spending time with her family, cooking and reading.

Kathy Kimberlin

Biography

Councilmember Kathy Kimberlin has been in leadership roles over the last 20 years, yet it was her children that inspired her commitment to community involvement. She began volunteering as a Fremont Unified parent for eight years to show her two sons that every person can make a difference. Her commitment to improving the community’s quality of life led to her roles as co-founder of the Tri-City Non-profit Coalition, President of the Fremont Education Foundation, and past President of the Centerville Business & Community Association.

Councilmember Kimberlin also spent 12 years on the Fremont Chamber of Commerce Government Affairs Committee where she reviewed legislative proposals to make informed decisions that supported economic growth in Fremont, growing her skills in local and state legislation.

Councilmember Kimberlin is proud of her community work in District 3, including working with City staff to develop neighborhood design guidelines for smart growth in Glenmoor and working with nearby residents and the developer on the Centerville Unified Site collaboration.

In all her work, she prioritizes fostering partnerships between diverse groups to create safe, inclusive, and culturally vibrant school, community, and business groups. She’s committed to customer service and prides herself on being a community liaison among community members, nonprofits, City and county officials, and business stakeholders.

Professionally, Councilmember Kimberlin serves as the Fremont Field Director for the Alameda County Supervisor, District 1, David Haubert, where she facilitates resources for Fremont’s small businesses and non-profits, services for seniors to age well, resources for the unhoused, and health and medical care for uninsured community members. 

Councilmember Kimberlin has lived Fremont’s Centerville District for over 40 years, during which she completed her studies of business and commerce at Ohlone College, and she and her husband raised their sons. When not serving the Fremont community, she can be found hiking Fremont’s numerous trails and traveling with her husband, Malcolm.

Yajing Zhang

Biography

Councilmember Yajing Zhang began her journey in public service in November 2020, when she was elected as a trustee on the Fremont Unified School District (FUSD) Board of Education, representing over 33,000 students and their families. In this role, she served on the FUSD/Fremont City Council Liaison Committee, where she regularly collaborated with the Fremont City Council on joint initiatives.

Throughout her tenure, she was a tireless advocate for quality education, campus safety, and student well-being. Her leadership played a pivotal role in the reinstatement of the School Resource Officer (SRO) program in 2021, a joint effort with the Fremont Police Department. Under her guidance, FUSD continued its tradition as being one of the top-performing school districts in the nation.

In 2024, as President of the FUSD Board of Education, Councilmember Zhang championed Measure M to provide future obligation bonds of $919 million to renovate and build state-of-the-art school campuses, ensuring a brighter future for Fremont students for generations to come.

As a Fremont City Councilmember, she is committed to leading with a bold and visionary agenda. Her priorities include ensuring public safety, expanding affordable housing, supporting local small businesses, and fostering a thriving community. She remains a staunch advocate for quality education and workforce development programs to empower future generations, and with her diverse expertise and unwavering dedication to open, transparent governance, she is committed to guiding Fremont with passion, purpose, and integrity.

A Fremont resident of 20 years, Councilmember Zhang arrived in the United States to pursue a master’s degree in physics and later a PhD at UCLA. Her career spans the high-tech industry and business ownership, combining analytical expertise with pragmatic, hands-on problem-solving skills. This diverse experience has shaped her innovative and solution-driven approach to governance.

In her personal time, she enjoys reading, traveling, and exploring nature, often hiking with her husband and their two dogs. She is also a proud mother of two children: one a graduate of FUSD and the other a current high school student.

Yang Shao

Biography

Councilmember Shao grew up in Hefei, Anhui Province in China where he earned a Bachelor of Science degree in Polymer Chemistry from University of Science and Technology of China. He came to the U.S. in 1990 for graduate studies and earned both an M.A. (Master of Arts) degree and a Ph.D. in Chemistry from Harvard University. Councilmember Shao moved to the Bay Area in 1996 and has been serving in the local bio-technology and bio-pharmaceutical industries for over 20 years. He is currently the Director of Protein Chemistry with a large bio-pharmaceutical company in Hayward.

In 2003, Councilmember Shao and his family moved to Fremont and have proudly called Fremont home ever since. He began participating in school-related activities while both his children were going through public schools in Fremont. He is interested in ensuring that at-risk and minority students are provided equitable learning opportunities and enjoys volunteering as a youth counselor.

Councilmember Shao was elected in 2014 as a School Board Trustee to the Fremont Unified School District serving from January 2014 to December 2018. In the year of 2018, he served as President of the FUSD School Board and member of the Liaison Committee between FUSD School Board and Fremont City Council.

While engaged in education, Councilmember Shao plays an active role in diverse community activities. He is a board member of Citizens for Better Community, Asian Pacific Islander American Public Affairs (East Bay Chapter), an advisor of Music for Minors II, and a volunteer of Fremont Unified Student Store. Councilmember Shao is also a regular blood donor; he has donated over 17 liters of blood over the past 20 years.

At the state level, Councilmember Shao was a board member of the Asian Pacific Islander School Board Members Association (APISBMA) for California, actively promoting Asian and Pacific Islander school board members’ participation on California School Board Association’s activities with ties to ethnic school board member associations statewide.

Councilmember lives in Fremont with his wife, Lanfang Hsu, and their children, Jonathan and Claudia.
