The Village Citizen's Bill of Rights provide that the public can be heard and submit written comments to the Council, Board, Agency, or Department regarding Village issues. The proposed amendment would only require submission of the speaker's name and municipality of residence and that written comments be submitted and distributed prior to any meeting of the Village Council, Board, Agency, or Department.

The Charter currently requires a majority vote of electors to approve the sale or exchange of Village-owned park property, and for any lease of such property exceeding five years. The proposed amendment requires a majority of voters' approval for any sale, conveyance, exchange, transfer, lease, or license of Village property, except for leases with a term of three years or less.

The United States Department of Agriculture owns property in the Village at approximately SW 136 Street and SW 67 Avenue. Though not at this time, the property could one day become available. If it does, the proposed amendment would require the Village to use its best efforts to acquire the property for public park, recreational and/or open space purposes and protect it with a restrictive covenant.

The Charter currently provides at large elections for Mayor, Vice Mayor, and Councilmembers. The proposed amendment would make Councilmember Seats 1, 2, and 3 single member districts beginning with the regular election for Seat 2 in 2028 and Seats 1 and 3 in 2030. The amendment would also establish redistricting standards and maintain at large elections for Mayor and Vice Mayor.

The amendment also creates a dedicated Transportation Fund, using existing transportation revenues, for mobility and safety improvements like sidewalks, bike paths, and traffic calming.
